Terms of Service

By creating an account or using PanelPay, you agree to these Terms of Service. Please read them carefully. If you do not agree, do not use the service.
1. The Service

PanelPay (“the Service”, “we”, “us”) is a software-as-a-service (SaaS) expense management platform designed for GAA county boards, clubs, and panels. It enables players to submit mileage and receipt expense claims, and treasurers to review, approve, and process reimbursements.

Access is provided on a subscription basis to panel administrators and by invitation to individual players and treasurers.

2. Eligibility and Accounts

You must be at least 18 years of age to create an account. You must be invited by an authorised panel administrator or treasurer to join a panel.

You are responsible for maintaining the confidentiality of your login credentials and for all activity that occurs under your account. Notify us immediately at hello@panelpay.ie if you suspect unauthorised access.

3. Player Responsibilities

As a player (claimant), you agree to:

  • Submit only genuine, accurate expense claims for journeys and expenses actually incurred in connection with your GAA panel obligations.
  • Provide correct journey dates, start/end addresses, and distances. You acknowledge that mileage is calculated using Google Maps data and the applicable civil service rate set by your panel.
  • Upload receipts only for expenses that you personally paid and that are legitimately reimbursable under your panel’s expense policy.
  • Not submit duplicate claims for the same journey or expense.

Submitting false or inflated claims may constitute fraud and could result in account termination and referral to appropriate authorities.

4. Treasurer Responsibilities

As a treasurer or admin, you agree to:

  • Review submitted claims in good faith and approve only those that are legitimate, accurate, and comply with your panel’s expense policy.
  • Reject claims with a clear, honest reason where appropriate.
  • Safeguard access to the treasurer dashboard and not share your credentials.
  • Handle players’ personal data (including home addresses and bank details) only for the purposes of processing reimbursements, and in compliance with GDPR and your organisation’s data policies.
  • Use SEPA payment files generated by PanelPay only for the purpose of reimbursing approved claims.
5. Payment Processing

PanelPay is not a payment processor, payment institution, or financial services provider. PanelPay generates SEPA Credit Transfer XML files (pain.001.001.03 format) based on approved claims, which your panel treasurer then uploads to your organisation’s bank independently.

We do not hold, transfer, or have access to any funds. We are not responsible for any errors in bank account details entered by players, for bank transfer failures, or for payment delays caused by third-party banking systems.

Treasurers are solely responsible for verifying bank details before initiating any bank transfer from the generated SEPA files.

6. Acceptable Use

You agree not to:

  • Use the Service for any unlawful purpose or in violation of these Terms.
  • Attempt to gain unauthorised access to any other user’s account or to our systems.
  • Reverse-engineer, decompile, or otherwise attempt to extract source code.
  • Use the Service to store or transmit malicious code.
  • Resell or sublicense access to the Service without written consent.
7. Service Availability

We aim to maintain high availability but do not guarantee uninterrupted access. The Service is provided “as is” and “as available”. We may perform scheduled maintenance, and unplanned outages may occur.

We reserve the right to suspend or terminate accounts that violate these Terms, with or without notice depending on the severity of the violation.

8. Intellectual Property

All intellectual property in the PanelPay platform — including design, code, and branding — is owned by PanelPay. Your expense data and profile information remain yours. You grant us a limited licence to process that data solely to provide the Service.

9. Limitation of Liability

To the fullest extent permitted by Irish law, PanelPay shall not be liable for:

  • Any indirect, incidental, special, or consequential loss or damage.
  • Loss of data, revenue, profits, or business opportunity.
  • Errors in mileage calculations caused by inaccurate addresses or third-party mapping data.
  • Payment errors or bank transfer failures resulting from incorrect IBAN or bank details entered by users.
  • Any actions taken by a treasurer on the basis of claim data submitted through the platform.

Our total liability to you in any twelve-month period shall not exceed the subscription fees paid by your panel for that period.

10. Governing Law

These Terms are governed by and construed in accordance with the laws of Ireland. Any disputes arising from or relating to these Terms shall be subject to the exclusive jurisdiction of the courts of Ireland.

11. Changes to These Terms

We may update these Terms from time to time. We will notify you of material changes by email or in-app notice at least 14 days before they take effect. Continued use of the Service after that date constitutes acceptance of the updated Terms.
